NexusDelfix environment

There is information on the delfoi method and its pedagogical use on the open side of the software. In the same menu you can find information about the use of Nexus software, which the managers of NexusDelfix organisations use e.g. when producing inquiries and creating operational environments for the projects.

The actual use of NexusDelfix requires user rights. The organisations that have purchased the software license are in charge of the user rights. There is more information about the prices and pricing principles in the end of this text. Besides conducting the actual delfoi researches, the software is ideal for making survey-type of inquiries or keeping up interactive customer environment.

What is Delphi method?

The delfoi method is usually used for producing different views, ideas and justifications to which you can base your planning and decision-making. The method is good when the object of research and the problem are open. These are, for example, future events in regard to which there are several alternatives. The future will happen some day, but it is also made and wanted. With the help of delfoi technique you can start contemplating and choosing between the future alternatives.

Delfoi is an expert method. It has a council, called panel, where you can find experts of the subject matter who are thought to have exceptional knowledge and views regarding the given subject. The experts interact with each other and the themes in a way that emphasises arguments instead of status and authority.

The starting point in delfoi method is Popperan. In the research process, different viewpoints, hypotheses and arguments are produced and they are made the object of open expert testing and argumenting. In this process, the valuable future arguments are screened to become raw material of activities and decision-making. It is not dangerous if the experts do not agree on the arguments, goals, probability of alternatives or desirability.

The Delfoi method begins with a opinion poll whose focus will be the experts of the phenomenon that is examined. Unlike in the ordinary gallup polls, the opinions are not gathered just for analyses, but the information that is gained from the responses is circulated back to the respondents. On the second round they can then give reasons for their own choices and comment on other’s. This way develops the for delfoi method characteristic iteration, which usually recurs three times. On each round the experts have the opportunity to change and edit their responses. The manager who is in charge of the implementation of the research can likewise edit and change the original inquiry according to the way the information formation process is leading to in relation to the research goals. The experts reply and appear to each other anonymously. With anonymity we try to ensure the genuineness of the expert opinions and arguments. The aim is to leave the external interest- and authority correlations and relations outside the process.

The Delfoi technique is excellent for pedagogical use even so that many delfoi excercises are possible to put in practice as real and genuine preparation projects of decision-making. At the same time you can practise important metaskills, such as information search and information formation, rational argumenting, auditory dialogue, understanding different viewpoints and open and curious attitude towards phenomena, in regard to which the participant can function as well as an examiner as an agent.

Examples

As an example there are about ten pictures (taken with print screen) of the functions in the organisational side. Managers and experts can freely edit the operational environments.

Project-specific functions are, for example, inquiries, producing materials and documents as a content area, discussions, file area (file and link control) and editing personal information.

1. First you log in the organisation and project through registration (as an example organisation Grundtvux), which will open
2. the start screens, the first of which belongs to the whole organisation and the second to respective research project (the organisation, such as every research project has its own publication channel, where the manager can notify and give background to the progress of the process),
3. other menus in the research project are the query service, where you on the first round of delfoi create 4. the questionnaire to which the experts will reply
5. On the second round you can see the first round’s results and you can argue for your own views and against other’s views
6. In the material service it is possible to create a content environment as a background of the project and as support for the expert work
7. In Chat forum you can create several separate
8. discussion areas, to which
9. the comments are registered
10. To the file area you can import and save files and links for the group to use
11. In Personal information the user can edit and change his personalia and user information.

The project information can be copied (inquiries, news, materials, discussions, files, links) to new projects, which will speed up the planning and implementation of new delfoi-researches. The results of these delfoi-researches will be filed and saved in the Nexus-database. That way the research information is available for the development community to use in metaresearches as well.

References

The first Internet application designed for the use of delfoi, Professional Delphi Scan, was published in 1998. It was carried out by Finland Futures Research Centre in Turku School of Economics and Business (http://www.tukkk.fi/tutu) and Internetix Campus (http://www.internetix.fi). Jari Kaivo-oja, Osmo Kuusi and Hannu Linturi were in charge of outlining and design. The present software version is the third one and is called NexusDelfix. You can find it on http://nexusdelfix.internetix.fi.

The current or previous versions of delfoi have been in use e.g. in several universities (Helsinki, Tampere, Turku, Oulu), research institutes (VTT, Sitra), authorities (OPM etc.) and companies (consulting agencies, industry).

The price of NexusDelfix depends on the number of managers and the duration of licence. However, the number of delfoi-researches is not limited. The shortest licence is for three months. The cheapest is the price of a organisational contract with one manager and three-month-licence, i.e. 488 euros (vat 107 euros). Comparable contract for one year costs 1950 euros (vat 429 euros).

Separate delfoi-researches can be ordered from the Metodix organisation. The price of one research project is 400 euros. We also offer technical support (inquiries, contents) for 85 euros per hour. On the average, transferring the inquiries of the delfoi process to Nexus, compiling background materials and writing analysis reports takes three to seven hours.

The prices are directive and suggestive. The environment’s development organisation Metodix (http://www.metodix.com) will by request make offers of the use of this software. The requests must be addressed to Metodix spokeswoman Jenni Linturi or the developer of this software concept Hannu Linturi. The contact person in technical affairs is Jari Lankinen, developer of the user interface. Internetix Campus, Metodix and Edunetix ry train you in the use of NexusDelfix and Nexus.
